How does one find out when reservoir releases are done? Is that information published anywhere online for the public to view?

Yup... hopefully the folks and river up there will be spared anything really nasty. The amount of rain is going to depend on the exact storm track and dumb luck as to where the heavy precip bands form. I'm not sure will know how bad it might get until the storm is up there.
