I use a float tube in the lakes around here with no problems (except for the high stumps, getting goosed by them really raises the heart rate for a second).

The regulations state:

What to Register
Any boat longer than 12 feet and all motor-powered vessels, regardless of length.

What Not to Register
Non-motorized inflatable devices.
Non-motorized surfboards.
Non-motorized dinghies.
Non-motorized racing shells.
Non-motorized canoes and kayaks.

in PA we do not have to register them but we have to get a "launch permit" to use the Pa fish commision launches. Maybe they should impse a "sanitary permit" to use the porta johns.

Whether or not you need to register the boat, or get a license and safety certificate, you still should be familiar with the "rules of the road".
