Why not take it up with the state of PA? If they are really serious about their catch and release regulations, why not get them to impose a water temperature restriction in designated areas like the LL?

If you are in Randolph, you might try for some smallies on the Rockaway River near Dover (along route 15 between Dover and the armory near the mall). Also, the stretch right above the reservoir in Boonton is a great fish as well.
