Yo-Yo flows on East Branch

Does anyone know why they have dropped the flow on the upper East at night the last 2 days. During the day they bring it back up. I thought the flow plan was that it should not drop below 175 CFS.
 
The town of Colchester is doing work on Downs Brook in Downsville, opening the mouth of the trib. In order to complete their work they had requested the East Branch releases be cut during working hours. By the time these low flows reach Harvard it is evening and thus the lower readings. I hope these flows end soon and they get back to the agreed upon plan. Even the agreed upon flow of 175 cfs at Harvard isn't enough to protect the entire East Branch. I believe the next flow proposal should allocate more water for the East Branch - in addition to a portion of the Montague target release.
