First off it was a joke.

Really allowing the proper flow of sediments downstream and out of the watershed and uncovering more vital riffle sections that were buried beneath the sediment held back by the dams will not help mayflies? Advocating and fighting for better riparian buffers to control runoff won't either. Controlling erosion with riparian planting projects and also (eventually) improving thermal protection by providing better canopy thru these plantings won't help the trout and the mayflies either?

OK, so what does TU need to do that will help fight the decimation of mayflies in NJ streams?
