Probably a publicity stunt in regards to the "optics" aka local public perception of the Barclay family in general, and Will Barclay in particular. It sounds like the project will be built, grant or no grant. I don't follow the area politics closely but during election years I have seen Will's opponents run ads about how the river access was before the Douglaston run came to be, it's still a big deal up there.
From what I understand H. Douglas used his influence to bring the hatchery to Altmar in the first place - I think he even owned the land it sits on now? - and although that in itself brought a lot of money to the area and helped a lot of people, he certainly lined his own pockets in the process.
They'll probably play it off as saving the grant money to help out other local, start-up businesses.
