EWING -- Amid an increasing outcry for action to reduce flooding along the Delaware River, a task force is urging states to act immediately to target areas for property buyouts and develop plans for managing reservoirs.

The Delaware River Flood Mitigation Task Force included the ideas among 45 recommendations in its final report. The proposals, which range from using reservoirs to lessen flood risk to having consistent floodplain regulations, were drafted in response to three major floods along the river in the past three years.

As officials discuss implementing the recommendations, the Delaware River Basin Commission heard details Wednesday of a new plan to change the flow of water from three reservoirs used by New York City.

The "flexible flow" plan would release water from the reservoirs on a consistent annual schedule based on the reservoir levels. This would be a change from the past when releases were based on the river's flow and temperature.

Community groups along the Delaware River have said the water levels in the reservoirs are too high. However, officials have said the reservoir levels are necessary to supply water to New York City, as well as downstream municipalities in New Jersey and Pennsylvania, including Trenton and Philadelphia.
