Salmon River - DEC Proposed Draft Regulations

Changes to the current freshwater fishing regulations designed to enhance fishing opportunities and protect the state’s freshwater fisheries were announced today by the New York State Department of Environmental Conservation (DEC). DEC will accept public comments on the proposals through April 2, 2012

SALMON RIVER

Draft regulations that pertain to gear and angling methods:
  • More clearly specify that attempting to take fish by snagging is prohibited.
  • For the Salmon River (Oswego County) allow a bead chain to be attached to floating lures. The distance between a floating lure and hook point may not exceed three-and-a-half inches when a bead chain configuration is used. This was determined to be an effective angling method and was not considered an attractive snagging device.
  • For the Salmon River (Oswego County) implement a “no weight” restriction (i.e., only floating line and unweighted leaders and flies allowed) from May 1 – 15 for the Lower Fly Area and from May 1 – August 31 for the Upper Fly Area to provide further protection to vulnerable fish.

i JUST HOPE THIS DUDE CAN FIND SOME WADERS, IT IS UNFORTUNATE THAT IT TOOK UNTIL 2012 TO STOP DISCIMMINATING AGAINST THOSE LARGER THAN MOST.

It's good they intend on defining snagging.....now ae they planning on enforcing it?

I like the idea of no weight in the fly zones during late spring and summer, and that it now includes sinking leaders and beadhead/lead wrapped flies. I hate the few times I go up there i the summer and guys are throwing out heavy nymphs in the low flows to still try to snag the fish. The summer flow is 185!! If you are going to use nymphs (which I have during summer, flies do hatch) Learn how to cast a little upstream and the fly will get on the zone without snagging the fish.

I look at it this way. Go out west during the summer and see what the fly anglers are using. They are using floating leaders with sparsly tied flies.....guess what? Steelhead and Atlantic Salmon rise to them. They will also do so on the SR, as long as they are not spooked by the goons on the other side of the river trying to snag them with their tungsten and lead wrapped flies that way more than split shot. This is a good reg and for the most part, guys fishing the UFZ do a good job at policing others. I might actually make the drive a few more times. I hope they post these regs in bold letters in the parking lots and near some of the holding water. It is ironic, Fran Verdoliva, the DEC SR river keeper, so to say, introduced the concept of chuck and duck fishing up there many years ago, now he is pushing for no weight. I don't think he planned on creating the monster of C&D fishing up there that he did. It's nice to see he has evolved some.

Three years ago I had a great summer and caught plenty of Skamania steelhead on the swing. Looking forward to doing it again. I also have set a goal to catch one on a dead drifted dry fly......which one you ask? The caddis population is huge on the SR, Fran Betters "Usual", "Haystack" and "Ausable Bomber" on 2x strong hooks will be first in line.

According to a certain someone employed by the state...and hypothetically speaking at the hatchery...and his or her name may or may not rhyme with furry man she may leave ya.....steelhead don't hit swung flies and people are simply lining them. His/Her words not mine. :nose-picking:
 
Well, I do know someone THAT USE TO USE A CENTRE PIN and did very well.

I wonder if that centre pin might be up for sale right about now.

Dead drift 250-300 yards .. Centre Pin.. hummmm...
 
I just watched April Vokey take steelhead on a dry fly. I also saw Jim Rusher ( former owner of whitakers) take them in the UFZ. They will hit them if the water temp is right
 
Just have to use the right pattern.....Course being on the Deschutes River helps also.

That and fish that are wild...and also lived in the ocean with real sharks....not in a lake with mud sharks.....

Fran needs to make up his mind whether they take a swinging fly or not. Last summer while talking with him, he said that's all he wants to see up there are dry line swinging flies. I would guess he sucks at fishing streamers, but we know he can C&D with the best of them. You can quote the LyNcH on this....Steelhead take a swinging fly, year round. They just have to be the right fly presented right....you must have patience!!

AK - I was gifted a $100 gift certificate last year for "the Fly Fishing Shop" in Welches, Oregon. When I was there, I purchased around 15 different dry/bomber type flies I intend on wetting this summer on my 5wt switch rod, I can't wait! Hopefully people will follow the regs and I'll have no lead loaded nymph fishers to contend with pushing the fish down.

PS - Atlantics hit swung flies too, and with a vengeance!

I guess the fish I have hit on the swing have been lined.....even though I felt them hit and start shaking their head. Hard to line a fish when your fly is pretty much at the dangle.
