NJ is one of two states that didn't institute a saltwater fishing license that the Feds mandated, so beginning in 2011 NOAA will be requiring that anyone who fishes for migratory fish or in federal waters will have to pay NOAA $15 to register.
But, anglers who registered in 2010 have one year from their initial registration date to renew. The way I read that means if you register for free this month, you're good until Dec. 2011, saving $15 for next year.
