WB gas pipeline already in construction?

sorry to intrude...
was on WB yesterday (Wednesday) and watched large gang of construction workers wrestling a huge blue hose across the WB (half mile above Deposit Bridge, in front of farm pool). They have been working there at least several weeks preparing the riverbed. There is an existing gas pipeline buried under the river just above this site, but this new one (?) seems destined to be larger? I spoke to one of them who didn't seem to know much, but said there was a "glitch in drilling under the river and they had to blow some fluid down into the stuck drill in the middle of the river" or something like that. There was a large tanker truck parked there, presumably filled with fluid. A bystander said there had been a leak on the road recently. I don't know if this is the oft-mentioned "frac'ing liquid" or not. Anybody know anything more about this situation?
 
it's unlikely to be fracing fluid...if their rig was stuck it probably happened while drilling, and it would make sense for them to use drilling fluid (aka "mud"...which is not the mud momma used to make). of course, frac fluid and drilling mud do have similarities, but the quantities for drill fluid are generally much much much less. as far as any potential toxic substances I just dont know. also...I assume this is not a well they are drilling(?)...is it for placement of the pipeline? in which case it definately would not be fracing fluid...though, like i said, I'm not exactly sure as to the extent of frac/drilling fluid similarities.
 
Its the Millennium Pipeline, 30", a replacement for Colombia Gas's 12" line.
They are going under both the East and West branch. Its scheduled to be completed in Nov 2008.

It's not frac fluid but probably a petroleum based product.

How do you think they are going to move the natural gas from the area down to NYC?
