NYC ups reservoir releases

The New York City Department of Environmental Protection is temporarily increasing the amount of water released into the river from its Cannonsville and Pepacton reservoirs.

The move is to allow repair work to begin on the Roundout-West Branch Tunnel, located in Putnam County, and was a planned step, according to two officials in Delaware County.

The increased releases are being done under the terms of the Flexible Flow Management Plan, which is intended to provide a more adaptive means for managing the Cannonsville, Pepacton and Neversink reservoirs.

The release program has been in effect since Oct. 1 and allows for increasing the temporary suspension of diversions from Cannonsville, Pepacton and Neversink reservoirs. The Flexible Flow Management Plan provides for larger releases from the reservoirs to the streams when water is abundant, and smaller releases when storage is at or below normal.

"Although (the) city's reservoirs currently have over 90 billion gallons of capacity to capture storm runoff, this program is expected to be in effect through the end of April," DEP Bureau of Water Supply Deputy Commissioner Paul Rush said in a media release. "This will enhance flood mitigation during the upcoming reservoir refill period when the City will take the Delaware Aqueduct temporarily out of service."

Colchester Supervisor Bob Homovich said he had been notified by DEP officials as the agency prepared to release the water into the East Branch of the Delaware River.

"They have been planning to do this for a while, and this is the best time of year to do it," Homovich said.

Delaware County Watershed Affairs Commissioner Dean Frazier said the reservoir levels are down so low because there hasn't been much rainfall in the last month.

"We are happy the DEP is communicating with the towns that are directly impacted by the releases," Frazier said. "They had planned to do the releases, and we are not surprised that they are pursuing it."

The increased releases program will be monitored, according to DEP officials. Increased releases will not be not made during periods of high downriver flow, officials said.
