My understanding is simply Yes, below the high water mark if one side is public land. If both sides are private, you can float through, but cannot anchor or fish; you can use the HWM only for aid in navigation such as scouting rapids etc. This also addresses an earlier question I had posted...
2011 appears to be my year for the much dreaded fishing jinx. So far I have been skunked in all outings with my fly rod. If you see me on the river, DO NOT APPROACH! This may be contagious, unknown. Beaverkill, skunked. Ausable, skunked. Ballston Lake, skunked! Kayderosseross, skunked.

Good luck! I am sure you will see some march browns and caddis. give a call to wulffs or hungry trout, they should be able to dial you in. while your up there, snap a few pix of those pretty ADK waters for us.

The rod I bought was the St. Croix Legend Elite 905-4. I got it from Gorge Fly Shop in Oregon (Great shop btw) via Ebay because they offered free Rio Gold with the rod purchase via ebay but not from their site, wierd, but whatever, $70 line.

4 guys, 3 days, zero fish. Unbelievably bad. The river looked great. Flows around 700 and clear. The hatches were pathetic. An ok caddis hatch Thursday evening and I cast apple caddis to few sippers, switched to a rusty spinner and got a few poorly aimed strikes. That was about the sum activity...
