The N J Division of F&W recently released this site for info on where to fish in NJ: https://www.nj.gov/dep/fgw/fishplc.htm

I don't know your area well enough to recommend tackle shops.

As far as I know there are no fly fishing stores in Monmouth or Ocean County. In Monmouth we have Dicks Sporting Goods and LL Bean in the Freehold Mall and that is about it.
