Corps to hold dam workshop, announce 08 plan

Philadelphia (Jan. 22, 2008): The U.S. Army Corps of Engineers, Philadelphia District, today The Corps of Engineers and its partners the Pennsylvania Fish and Boat Commission, the Department of Conservation and Natural Resources, and the Delaware River Basin Commission, in their ongoing efforts to enhance recreation along the Lehigh River, will conduct a public
information workshop to announce the 2008 Francis E. Walter Dam Flow Management Plan and discuss its implementation.

The public is invited to the workshop that will take place on Jan. 31, 2008 at the Mountain Laurel Resort, Route 940 West, White Haven, Pa., from 7:00 p.m. to 9:00 p.m., and will be facilitated by the Wildlands Conservancy.

Workshop Schedule

6:30 p.m. - Networking session for the public and agency personnel.
7:00 p.m. - Presentation by the Corps and its partners addressing the implementation and results of the 2005, 2006 and 2007 Flow Management Plans, and discussion of the 2008 plan.
8:00 p.m. - Question and answer period. The public is invited to address their concerns about flow management and recreation along the Lehigh River. Comments or questions will be limited to 3 minutes to provide an opportunity for all who want to speak to do so. Additionally, the public is encouraged to provide their comments in writing so they can be incorporated into current and future flow management plans.
8:30 p.m. - The Corps and its partners will form small breakout groups to discuss the new plan and address other recreational concerns individually.
9:00 p.m. - Workshop ends.

Public interest is at the heart of the current and future flow management plans; therefore public needs will influence future decisions. The Corps and its partners will continue to encourage the public to participate in the process and provide us written comments throughout the year by mail
or email.

If anyone can make the road trip, this river could use the support. I understand there are significant changes in the Plan for 2008 as compared to the last 3 years. One is more water will be stored in the reservoir. What they do with that water is a different story....should be interesting none the less.

The more angler support, means more favorable changes that will benefit the fishery in the future. Please sign in if you attend.

This years flow plan is about as poor as it gets. If you are concerned about the health of this river, any angler should comment to the ACOE.

This plan will take away water designated for fisheries and basically give it to the whitewater releases. There is nothing binding in this years plan to release more than 50 cfs above inflow during the summer months. An extra 50 cfs on a river this size is pitiful. There is way to much judgement on how the Corps is able to release water for the fisherie. The rule curve for non-whitewater releases gives nothing when there is extra water in the reservoirs (sound familiar??).

Those are just starters. Joe posted the LCFA website. Stay tuned to that website for more info and I will try to post more later.

This Plan sets a bad precident for future release plans. There seemed be a nice progression in the plans to incorporate more water to enhance the fishery downriver, this year it appears just the opposite.
