I too fished NE PA yesterday with good water temps. However, I knew the flows would be skinny but I was not prepared to find what I did regarding said flows. I have never, NEVER, seen water conditions as low as what I found.
I ended up catching a number of browns and a few holdover rainbows, with most fish in the 10-12 inch range. Most fish were holding in a cut or tree root in the shade. I fished a small nymph under a hippie stomper and all the fish came on the dropper. Didn't have a fish even look at the dry even though there were piles of grasshoppers in the grass along the river.
I did a little exploring at one spot and crossed the river to a side I normally can't get to to check out a long slow deep area adjacent to a very steep bank. I sat down to eat an orange and watched dozens of trout, including some bruisers chase each other up and down the hole. I guess most of the fish had taken up refuge in that hole until the water levels return to normal. I left them be with the hopes of some rain to bring the river back up to aid the fall spawn which is not to far off.
