Just wondering, is there a major issue on the Delaware river with unlicensed guides running guide trips? In NJ, all you need to be a guide is say these magic words, "I think I want to be a guide. I am now a guide".

In, NY, this guiding thing must be much larger than I'd thought. They actually have 2 wardens at the take-out, each carrying roughly 36 rounds of gunfire. They must have a very demaning job. I wonder how often they have to use their weapons while checking for licenses. 36 rounds? All I could think of is, "For what? In case the bears get outta hand".

Anyhow, I pulled off the river the other night and these two goons approach me and ask to see my life-jacket and fishing license. No problem. Then my buddies who pulled into the takeout area the same time as me were asked a whole bunch of lame ass questions, "Have you ever been to his house", "Does he have a dog", "What's his mom's name", Does he wear tity whities, How large is his penis, "what town does he live in", etc.... I can understand if there is a major issue with people guiding illegally but these guys were over the top with their interrogations. One of these squirrel chasers took my one friend aside to play 20 questions with him while the other squirrel chaser questioned my other friend right in front of me. Not thinking, I went to answer one of the questions (he didn't address my friend and we were both within 8 feet of each other with this goon standing in the center of us. This asshole turns to me and says, "Nobody is talking to you, keep out of this, it's none of your business, this is a matter between your friend and I." Wow! I didn't think there was a matter, my two friends weren't doing anything wrong. This guy asked questions like, "Why do you drive 3 hrs to fish up here, it's a bit out of your way, isn't it?" I mean the most lame ass questions that were really none of his f'ng business to begin with. Then slips in, "You know, I can tow and impound your car and boat". WTF.

If there are a few guides out there trying to beat the system, I can certainly understand but these goons have to understand that people just meet people over the internet or through fly shops and not everyone is trying to beat the system. These two goons were extremely unprofessional.

Just to give you an example how you might be considered an illegal guide... You have a drift boat, you meet someone over the internet or in a fly fishing store before your float, and offer to float down the river with them. You don't know if they own a dog, you don't know where they live, You don't really know much about them at all. So now you're floating down the river with your new friend and here comes Jim Bob the park ranger who just had a busy day pulling weeds but needs one more hot item before going home to his gay porn collection so he pulls you over and asks if your buddy has a dog, what's his wifes name (Yes, he asked if both my friends were married), and you cannot answer these simple question, you just might be spending the night in jail and paying for towing to the nearest impound yard to get your car and boat back.

You would think that if you're not doing anything wrong that you have nothing to worry about... Well, YOU DO. If you go fishing on a boat with two of your friends but don't know them as well as the Rangers think you should know them, you just me be subject to a bullshit interrogation directed by some asshole rangers who have absolutely NOTHING better to do with their time.

The one guy who checked my fishing license asked to see my drivers license too. He held them up to his spot light and inspected them for 2 full minutes. What the fuck was this nerd looking for?

We were all treated like terrorists by these scumbags.

Anyhow, aside the wind, the fishing was great!

Sorry to hear about your hassle, as you described it, these two seemed pretty unprofessional.

But it is nice to hear about patrols going on at all. I've gone years without seeing any trace of a warden. That includes all around the northeast and elsewhere. But you were lucky they missed the couple kilo's you smuggled from Deposit to Long Eddy for Mr. Escobar.
 
I would find out who to report them to and get them both fired and file a suit with the state for harassment. The line of questions and intimadation is over the top. They are police and police can not get away with that shit. If you were a minority you would have grounds for a law suit so how about a little equality.

Like I said, I have no problem at all with these guys checking me out to make sure I'm legal and have the proper safety equipment on board. I have an issue with the attitudes and the bullshit questioning. They didn't give me the hard time they gave my two friends.

But, who are they to decide who somebody can float with down the river. Then to have the authority to be able to tow a car / boat if they don't like the answers you give!

Just so nobody gets the wrong idea here... I purposely did not quote the tity whitey statement, nor the penis comment statement. They did not actually ask these questions but I included them (unquotted) just to give an indication of how ridiculous some of the questions really were. "What did his garage look like" "Was there anything in the garage that stood out", "How long have you been friends", "So let me get this straight... You met somewhere then on an internet forum, and here you are floating down the river?"

The bottom line... Whatever answer you gave was not going to be good enough for them because they'de just ask another lame ass question.

Let's say I met someone in a fly shop who was looking for a good place to fish and I said, "If you help run the shuttle, you can float down the river with me". So technically, I have a new "friend". I'm willing to bet that at the end of the day, my stuff would be impounded because I have absolutely zero info on who this person is. I was trying to be a nice guy and offer a free float down the river.
 
Maybe I've been lucky but, for 30 years, I've only come across the nicest Rangers on the Delaware and DEP guys in the Hudson Valley. Every guy I've come across asked for information politely and was more than willing to chat for a bit.

Maybe WB Angler and/or others are pressuring them or pocketing them because they feel like their business is taking a hit from free drifters?

I was on the Housy, in CT, last week and saw guided drift boats encroaching on waders with an apparent attitude that they and their customers are entitled to all honey holes. I've seen this often and it has also happened to me. I've been in a stretch 50 yards wide and had guides bring their customers all the way from the far bank to my run because they saw me catch a fish. They have seven miles to fish. they don't need to do that. On the Delaware, I was drifting solo in a Kayak and had a guide so far down river that I could barely hear him shouting instructions to me about how I should stay clear of their bank. I was on a section as big as the friggin Hudson river.

I've been getting the feeling there's an awful lot of entitelment feeding fires.

Don't you watch "COPS"? Those are the same types of questions they ask a group of people suspected of smuggling pot or engaging in a prostitution john-hooker arrangement. Why would a minority have grounds to win a case against the Rangers and not our pastey white friend Cabarle?

Now, if these guys barely knew eachother and could not supply Cabarle's mother's maiden name, I STILL doubt they could impound ANYTHING. I mean, they'd STILL have no EVIDENCE of any crime being committed... But there is nothing illegal about a cop lying to an individual to gain an advantage in the questioning of a suspect... These Rangers are fully aware that people come from ALL OVER to fish. The question "Why do you drive 3 hrs to fish up here, it's a bit out of your way, isn't it?" was just meant to rattle one or all of the group. The Rangers feigned commitment to each of their seemingly lame questions is DESIGNED to rattle any would be criminal... The trade off is that these questions and their attitudes piss off lawful people while tripping up and "catching" criminals.

It sucks but I'm glad they are out there doing SOMETHING.

A few weekends ago, I spent two days wading the lower East and the lower west and had the exact opposite experience. Almost every single drift boat went far out of their way to row behind me and my partner and were cheerful and polite about it. I felt bad as their were fish rising on the opposite bank that I could not come close to reaching with my lousy casts. Maybe one boat in a dozen was less than polite about drifting in front of us. I was impressed.

Have you ever SEEN Cabarle? He LOOKS kinda shifty. Years of playin' hockey have made him look like an enforcer with the Irish mob. I can only imagine what the people he hangs out with look like. The first thing these Rangers said when Cabarle got out of his car was "Heads up boys; safetys off..."
 
I was treated that way once by some Fair Lawn cops.
One HUGE difference..... After it was over, I got an explanation and an apology.

It seems that a computer (GIGO) error matched my plates with a stolen car.
Since the make/model/year didn't match the stolen vehicle, I was asked a lot of strange questions that didn't make sense until I was declared "clean", and got the explanation.

Sounds like they want to make sure licensed guides are such, so they are more or less enforcing that those obligated will have to pay some taxes on the money collected.

it always comes down to mob tactics in the end, which doesnt bode well for the system
 
Where is this mythical fishing store where drift boat owners are trolling for any warm body to drift with? I need to start hanging there.

But seriously, you need to prepare a memo, or a Power Point deck, with your personal information for your lip rippin chums to study before a float. And maybe bring some gay porn to bribe with. And tighty whities just aren't sexy, maybe if you flash a little thong or bat wing, you can go home sooner.

Minor traffic violation, he gave me a ticket and sent me on my way....
Then he pulled me over again, the entire Fair Lawn PD showed up, and the fun started.
Wait a second, was Cabarle with you?
NO...but I was about his age at the time.... had some incriminating decals on one of the windows....TU, FFF, IGFA & etc.

:) Many faces still to meet for me. He probably should have removed the sign from his drift boat saying "You pay for gas to get us there, I'll row". I suppose, to some, that constitutes guiding.
 
Name, position & shield #'s. Did you report them to Ray Brook? That is totally uncalled for. Were they EOC's or Forest Rangers? Did they say if they were charging you with a crime? Did you get a citation? I'm coming down this weekend for some R&R. I don't need problems with these (officers).
 
I had this happen to me two (3?) years ago at the Ball Eddy launch by a PA Fish officer. I think it was right after that state jacked up its guide fees if I'm correct. I was meeting a buddy who is a guide, but we were buddy floating that day - no $$ exchanged hands, we took turns at the oars and we did a self-shuttle which is why I was at the ramp in the first place. I was standing along the river but not in my gear, just checking out any hatches. Officer approached and asked for my fishing license. I said, "sure it's in the car, but I'm not fishing". Think that just pissed him off, so I walked 100 yards up and back to the car to fetch my NY non-resident license. He handed it back and gave me the third degree. "Who are you fishing with?" "Where is he?" "Is he a guide?". I answered honestly to all questions - had nothing to hide whatsoever as I knew my buddy had all his proper NY and PA licenses, stickers, etc.

He finally left me alone, convinced that I was not Trout-Queda and began to jump on another guy who made the mistake of pulling out his two man pontoon boat. Ranger begins by asking the guy, "so, you're guiding today?". The guy, thinking the Ranger is kidding, says "yup" meaning that he was about to take his fiance fishing and he would be doing the "guiding". Well that began the third degree for this poor bastard. He was finally "cleared" as well, and came over and asked me "WTF?" We had a laugh, but we were both annoyed at the piss poor behavior of the officer. This guy and his fiance were from Maryland and couldn't believe how we were just treated when none of us was even remotely doing anything wrong.

So I guess I'm not surprised, but I haven't had this happen since nor have I heard others get harassed.

When they approached, they clearly identified themselves. They were Rangers.

Just make sure that if you do get to float, you have all of your paper work handy. Have a list of questions and go over them through-out the day with your partners. Study hard for a potential ass raping.

I was in my boat with my dog, my two friends were in a seperate boat. Yah know... a few weeks ago I floated with my father and my uncle. I wonder where that would have gotten me with these two cretins.

I wanna know where they were when I was being shot at last year?

Unfortunately, you'll need more than a NYS DEC badge (as shown above) to guide for hire on the Main Stem Upper Delaware River.

The badge above is issued by NYS DEC in Albany.

You also need a Federal National Park Service Arrowhead Badge which are numbered and issued by the DOI / UDRSRR.

And - you also need a Licensed Pennsylvania Fishing Guide Badge which is numbered and issued by PA F&BC in Harrisburgh.
