Im more interested in fishing the resevoir itself. Are permits available? Anyone ever fish it?

As far as I know there are no fly fishing stores in Monmouth or Ocean County. In Monmouth we have Dicks Sporting Goods and LL Bean in the Freehold Mall and that is about it.

Back many years ago, before floating lines, we would grease the line so it would float. did nothing for casting ability as it would over time clog up the guides necessitating tedious cleaning.

Excellent book Trout Streams of Pennsylvania by Dwight Landis tells you all you need to know about Pa streams.

Check out the Lehigh River in Pa. might have to deal with tubers this time of year but it is an up and coming River. Good river to float but wading is a nightmare.
