Sandy Hook in December & tips

Hello everyone,
I am pretty knew to all this fly fishing. I have gone out to Sandy Hook a few times to no avail. Fun-but caught nothing. I actually did not see anyone (bait or fly) so I wasn't alone. My question is how late in the year can I fish out there? I will have a lot more time in a few weeks. Is mid to late December too late? While I am here, what wind direction is best out there? Should I avoid it because of certain directions? Is that more important than the tide?
