cold and wet = perfect?

now that I have some daylight first thing in the morning, the thought of catching some monsta fish crossed my mind. Let's say its 35 degrees and a cold rain is falling... Does that bode well for a good day of fishing? I went out over the weekend and was skunked even though the weather was nice. By reverse reasoning, poor weather means excellant fishing... right?
