Did some arithmetic on the "BGSS Commodity" costs:
April 2011 vs April 2012 - Price per therm went down 9.9%
April 2008 vs April 2012 - Price per therm went down 38.7 %

I'm seeing lots of news articles about a "Gas Glut" (they're running out of places to store it). If this trend continues, and the overseas market doesn't provide enough relief, market forces may do what all the "antis" combined couldn't do.
And from the article I posted below ( Electricity Declines 50% as Shale Spurs Natural Gas Glut: Energy - Bloomberg ):
"Mirroring the gas market, wholesale electricity prices have dropped more than 50 percent on average since 2008, and about 10 percent during the fourth quarter of 2011, according to a Jan. 11 research report by Aneesh Prabhu, a New York-based credit analyst with Standard & Poor’s Financial Services LLC. Prices in the west hub of PJM Interconnection LLC, the largest wholesale market in the U.S., declined to about $39 per megawatt hour by December 2011 from $87 in the first quarter of 2008."
