USGS interpretation

I was looking at USGS data this am.

I noticed that the West Branch of the Del was 246 at Hale Eddy below the res.

and that it was 310 at Walton Above the res.

I know that the Hale Eddy includes everything coming out of res top or bottom plus the several feeder creeks between Stilesville and Hale Eddy.

If 310 is going into res, I have to assume that res is not full or more water would be coming through Hale Eddy.

My question is this.. Is there anywhere that the Resovoir leval is posted as to get a better feel for how incoming water will effect downstream flow?
Also is there anywhere you can get exact outflow re: bottom discharge CFS plus Spill CFS?

My understanding is that inflow takes a couple days to catch up with outflow.
However the Walton gage is at 310 and is coming down from small rain event and was higher than 500 cfs a couple days ago, yet Hale eddy hasnt moved?
Once again assumption is that res must not be full, and thats hard to believe since they have not released anything extra in quite a while.
