FUNDING - Delaware County Soil and Conservation

Dear Commissioner Sheehan,
As you are perhaps aware, the Delaware County Soil and Conservation
District has submitted to your Department, for funding consideration, an
application for a proposed water quality improvement project (Applicant
ID # 15-6002675, attached).
Approval of this proposal would help continue the fundamental,
scientifically based, approach adopted by the District after the past
several floods; specifically, the reliance on geomorphology, hydrology
and environmental engineering in stream and tributary restoration.
Further, the District's approach also incorporates the education and -
perhaps more importantly - the certification of Village, Town and County
employees, and contractors who have rehabilitative access to our
tributaries and streams.
Please know Commissioner, that the Friends of the Upper Delaware River
fully endorse both this highly important project and the Districts
methodology. Respectfully, we ask that the DEC favorably consider the
Districts proposal.
If I may go a step further: flooding, flood control, tributary
restoration, etc., and the related human and environmental suffering, is
not proprietary to the Delaware Watershed. The approach adopted by the
Delaware County Soil and Conservation District (integrating
geomorphology, hydrology, environmental engineering, education and
certification) is to be applauded and would well serve as a paradigm for
each of the counties is New York.
Again, we respectfully ask for your favorable consideration of the
Districts proposal.
