Way too much ground to cover with too few officers. They could fill a court room if they just ticketed the people in the no kill zones for long leaders or for repeated or exaggerated jerking of the rod.

The lessening of people coincides with smaller returns of steelhead.
Ak you are right in that if you are doing nothing wrong you have no reason to worry.
