Delaware leakage

Story in the paper yesterday about how tens of millions of gallons leak each day out of the aqueduct carrying Delaware water to NYC, but they refuse to fix it. Is any of that being taken into consideration with the new flow plans in discussion? Shouldn't someone be forced to fix those leaks, then there would be plenty of water for everyone? It amazes me how the city cries lack of water, when it's all a lie.
