Suggestions for going out West

Over the past few years I've fished the Provo, Fryingpan/RoaringFork and the South Platte during the pre-runoff using small midge and BWO patterns. While I wouldn't hesitate to fish any of these rivers again I'd really like to check out a new place this year.

I'm looking for a river that has a combination of the following criteria:
1) Geared to the wading angler.
2) Plenty of public access
3) Moderately priced lodging (around $80/night) near the river.

I get the impression that many of the famous rivers out West (Green, Missouri, South Fork of the Snake) can only be taken fully advantage of by floating in a driftboat.

A perfect scenario would be staying in a Super 8 type of place, making a short drive to the river and having enough public access to walk past any crowds and go off exploring on my own.

Any suggestions as to where and perhaps when to go?

I'm assuming discussing well known Western Rivers on a New Jersey site doesn't constitute hot-spotting.
