Nj Rock Snot ?

I fished the upper East Branch Dela., today and the rock snot was very heavy
and it got me wondering if it has shown up in any NJ streams yet. I suspect with it in the upper Delaware system it probably is in our streams already but not yet detected. However, if just by chance it is not, wouldn't it be prudent for NJ to outlaw felt shoes going into the 2009 season with it just four months away. Maybe as concerned fly fly fisherman we should push for it now if its not already too late.
