In PA a non powered vessel does not need to be registered unless you want to use PF&BC or DCNR boat ramps. You can register the vessel as unpowered or can opt to buy a launch permit from the PFBC or DCNR.
It is still a good idea to register and title your boat even if it's only an option. It provides proof of ownership and can help in recovery from, or preventing theft.
Some states, like
NJ require any vessel 12' and over to be titled. How else can they collect sales tax?
