There is a bit of discussion in Quebec this winter. Nothing really solid yet, but there is talk about making it mandatory for a non-resident (of Quebec) to use guide services to fish for Atlantic Salmon.
My real response is: "While I do use guides from time to time, I wouldn't want to fish in a place that insisted I use a guide." Of course, if the guides work for free, I don't mind them coming along, so long as they don't get in my way.
