Conceptually, yes. The devil is in the details though. The definition of 'fair' unfortunately needs to be sorted out by the likes of Dr. Gonzo because the Highlands Act did not address compensation. I don't think that the price paid should assume profits from successful development for the builder though.
It's a real bad day when this discussion has to fall back on money. How many category 1 trout production streams are left in Hunterdon County, and how long will the stream associated with this area remain cat. 1 after this development goes through?
