algae in catch & release area of the bushkill

i have been working the catch & release area about once a week from the upper dam to the 13th street. i haven't been doing to good. i catch about 10 at the upper dam and then a couple above 13th street. i think the algae growth from below the first dam to above the second dam, is hurting the fishing. i see no risers, and i can sight fish for them, because all the algae on the bottom.plus i think people are putting fish in the slow stretch above the second dam, theres a couple huge bluegills and largemouth bass and a gold coy ( carp ) in there. should we ( me and my friends) kill it if we catch it? i think the fish Com. would like us to. Is anyone having problems with all the algae, i didn't fish C&R last year, put two year ago i did, there was no algae then. you used to see tons of fish, but know not a single fish!
